Recent weeks have highlighted Russia’s ability to strike with precision and persistence at the heart of Ukraine’s energy infrastructure. Going beyond targeting military positions and industrial complexes, Russian forces have stepped up their attacks on civilian areas and the energy sector itself.
“Their distorted reasoning is that these actions are designed to instill fear and break our resolve,” says Oleksandr Katsuba, a prominent Ukrainian entrepreneur and energy expert. “They hope that Ukrainian society will crumble under the pressure.”
This latest wave of attacks marks a strategic shift for the Russians, who have focused not only on disabling critical infrastructure like transformers and power plants, but also on targeting maintenance personnel and emergency services. These tactics carry significant risks, particularly in regions such as Kharkiv, Dnipropetrovsk, Odessa, and Mykolaiv, where the attacks have been most concentrated. In addition, attempts are being made to disrupt electricity imports from the European Union, which is crucial to stabilizing Ukraine's power grid during periods of power shortages.
The aftermath of these attacks has forced Ukrainian energy operators to resort to unprecedented emergency shutdowns, the scale of which has not been seen since the summer of 2023. Citizens are again being urged to conserve electricity, as nationwide outages are at risk if the attacks continue and international aid, especially from the United States, is delayed.
"We must not stop at deciphering the motives of the terrorists," emphasizes Alexander Katsuba. "Their main goal is to cause pain and undermine morale. We must focus on decisive action together with our allies."

According to Businessman Alexander Katsuba, the main priorities include strengthening the Ukrainian air defense forces with the necessary equipment, which is so important to obtain from American sources. At the same time, there are calls for increased countermeasures against Russian positions aimed at reducing their ability to cause damage. Moreover, Ukraine’s strategy includes decentralization of energy production and further integration with the European energy grid, which increases resilience to external disruptions.
As Ukraine navigates these challenges, Katsuba advocates for a comprehensive, long-term energy strategy. Aligned with European initiatives such as the Green Deal, this strategy aims to reduce energy consumption, promote sustainable practices, and increase domestic production through investment in renewable energy.
“By strategically planning and implementing these measures,” Katsuba concludes, “we can mitigate the impact of Russian aggression on our daily lives while ensuring a sustainable energy future for Ukraine.”
